Rabbi Elazar's assertions seem to be an affront to both modern humanists who would call good deeds and charity the highest value possible, and to the ancients for whom prayer is just a pale replacement for sacrifices.

Within this question lies the answer: the eternal nature of prayer encompasses all ages. There is a time and a place for everything, but your best bet when you are not sure what to do—is Prayer.
